WHILE COMMUNITIES in the East have struggled for years to increase recycling and conserve precious landfill space, the Midwest historically has maintained its tradition of dumping trash in large landfills that never seem to fill up. Yet today, the midsection of the country is starting to feel the pinch of declining landfill space. Across the St. Louis region, for example, landfills are closing, and disposal costs are rising.
