ALTHOUGH THE CITY OF KISSIMMEE, FLA., population 49,000, is not a booming metropolis by any stretch, it has made a big commitment to managing solid waste. Four days per week, a team of just seven drivers pickup solid waste, making 500 to 700 stops a day.
